Air pollution remains the largest environmental health risk in the United Kingdom, contributing to an estimated 28,000 to 36,000 premature deaths every year despite decades of falling emissions. As of July 2026, the air in our towns and cities is measurably cleaner than it was a generation ago, yet the threat to public health is evolving. Ground-level ozone, supercharged by the more frequent heatwaves driven by climate change, is now joining fine particulate matter as a major concern for the NHS and the millions of Britons living with respiratory conditions.

Those headline figures are stark. According to the UK Health Security Agency’s Committee on the Medical Effects of Air Pollutants (COMEAP), long-term exposure to air pollution still shortens lives on a scale comparable to obesity or alcohol. This is not a problem that has been solved: it is a problem that has changed shape. Understanding how far we have come, and the new risks now emerging, is essential for anyone who breathes British air. Declining Emissions: How the UK Has Cleaned Its Air
First, the progress. The UK’s success in cutting the main pollutants from power stations, industry and road transport is one of the great environmental achievements of recent decades. Department for Environment, Food and Rural Affairs (DEFRA) figures from its 2025 statistical release show that between 2005 and 2023, emissions of fine particulate matter (PM2.5) fell by 41%, while nitrogen oxides (NOx) plummeted by 64%. Sulphur dioxide emissions, once the cause of acid rain and severe respiratory irritation, dropped by 88% over the same period.
This did not happen by accident. The phase-out of coal-fired power generation, completed in October 2024 when Ratcliffe-on-Soar shut down, removed a dominant source of sulphur and particulates. Tighter vehicle emission standards, the rollout of electric cars, and the creation of Clean Air Zones in cities such as London, Birmingham and Bristol have all cut nitrogen dioxide concentrations. The average UK resident today breathes air that meets the current legal limits for almost all regulated pollutants in most locations.
Yet legal limits are not the same as safe limits. The World Health Organization (WHO) updated its air quality guidelines in 2021, recommending an annual average PM2.5 concentration of just 5 ยตg/m³. As of 2024, over 70% of the UK’s air quality monitoring sites still exceeded that guideline, even though compliance with the looser domestic legal standard is nearly universal. This gap between what is legally acceptable and what is scientifically safe lies at the heart of the ongoing health crisis.
Persistent Health Risks: The Silent Toll on British Bodies

The most recent COMEAP mortality estimates, published in 2023 and still considered the benchmark, attribute between 28,000 and 36,000 premature deaths each year in the UK to anthropogenic air pollution. The Threat of Ground-Level Ozone and Climate Change
If particulates and nitrogen dioxide are the familiar enemies, ground-level ozone is the emerging one: a sharp, invisible gas formed when sunlight cooks pollutants from vehicles, paints and solvents. Unlike the ozone layer high in the atmosphere that shields us from ultraviolet radiation, this ground-level gas burns airways, triggers asthma and worsens chronic obstructive pulmonary disease (COPD).
Climate change is making things worse. The Met Office recorded that 2024 was the UK’s fourth warmest year on record, with the frequency of heatwave days increasing by 50% compared to the 1980s. Ozone thrives in hot, stagnant air. Summer 2025 saw multiple episodes of high ozone concentrations across southern England and the Midlands, with monitoring stations on the outskirts of London recording eight-hour mean concentrations above the UK’s health-protection threshold on more than 20 days. UKHSA modelling indicates that these episodes are driving a steady upward creep in ozone-attributable deaths, offsetting some of the gains made on other pollutants.
The worsening ozone problem connects directly to the government’s own climate adaptation reporting. The latest National Adaptation Programme, published in 2025, acknowledges that the health impacts of air pollution are likely to intensify under a changing climate, yet action on ozone specifically remains far less visible than the war on diesel vehicles.
UK Policy and the Push for Cleaner Air
The legislative framework has tightened. The Environment Act 2021 set legally binding targets for PM2.5, committing the government to an annual mean concentration of 10 ยตg/m³ by 2040, with an interim target of 12 ยตg/m³ by January 2028. These are more ambitious than the former EU-derived standards and bring the UK closer to WHO guidance, though still not matching the 5 ยตg/m³ recommended.
At a local level, Clean Air Zones continue to expand. London’s Ultra Low Emission Zone (ULEZ) was extended to cover the whole of Greater London in August 2023 despite controversy.
